India’s electric mobility journey has seen rapid policy evolution over the last few years. After the conclusion of the popular FAME-II subsidy scheme in March 2024, the Government of India introduced EMPS 2024 to ensure continued support for electric vehicle adoption without disruption.

What Is EMPS 2024?


EMPS 2024 stands for Electric Mobility Promotion Scheme 2024.


It is a short-term central government subsidy scheme introduced to promote the adoption of electric two-wheelers (e-2W) and electric three-wheelers (e-3W) in India.


EMPS 2024 was designed as a transitional scheme to bridge the gap between the end of FAME-II and the rollout of the new PM E-DRIVE scheme.



Why Was EMPS 2024 Introduced?


The FAME-II (Faster Adoption and Manufacturing of Electric Vehicles – Phase II) scheme officially ended on 31 March 2024. Since EV adoption was still accelerating and a new long-term policy was under development, the government introduced EMPS 2024 to:


  • Avoid a sudden stop in EV purchase incentives

  • Maintain momentum in electric two- and three-wheeler adoption

  • Support affordable and mass-market electric vehicles

  • Provide continuity until a broader policy framework was launched


EMPS 2024 ensured that consumers and manufacturers were not left in uncertainty during this transition phase.

  • End date: 30 September 2024


EMPS 2024 was intentionally time-bound and operated for six months only.



Which Vehicles Were Covered Under EMPS 2024?


EMPS 2024 provided demand incentives for:


  • Electric two-wheelers

  • Electric three-wheelers


The scheme did not cover electric cars, electric buses, or trucks. Those segments are addressed under other government programmes.



How Did the EMPS 2024 Subsidy Work?


Under EMPS 2024:


  • The incentive was linked to each eligible vehicle

  • Subsidies were lower than those offered under FAME-II

  • The benefit was passed on upfront at the time of purchase

  • OEMs claimed the subsidy on behalf of customers


The focus was on affordable electric vehicles that could drive large-scale adoption rather than high-priced premium models.



Is EMPS 2024 Still Applicable?


  • No. EMPS 2024 is no longer active.


The scheme concluded on 30 September 2024. After this period, EMPS 2024 subsidies are not applicable to new electric vehicle purchases.



What Replaced EMPS 2024?


From 1 October 2024, the Government of India introduced PM E-DRIVE (PM Electric Drive Revolution in Innovative Vehicle Enhancement).


PM E-DRIVE is now the primary central government scheme supporting electric mobility in India and covers:


  • Electric two-wheelers

  • Electric three-wheelers

  • Electric buses, trucks, and ambulances

  • Charging infrastructure and testing facilities


Compared to EMPS 2024, PM E-DRIVE is a broader and more structured long-term policy.

  • FAME-II is no longer applicable
